Philomena is probably one of the easiest people in Hyrule to contact. Just mention her name to a passing bird, if they know her they will take a letter to her home.

Knowing she was a keeper of birds, Kulau sent a bird off toward Hyrule Castle Town with a letter for Philomena.

Dear Miss Philomena,

I understand if you weren't entirely comfortable in the situation. In truth, neither was I, but I've had more experience in hiding such things. The fact that you were willing to send me a letter afterward apologizing means a lot to me. In fact, if you had some free time, I would love to see you again. You may come to Zora's Domain, just tell them you're here to see me. Or if it would be easier for you, I can take a day and come to see you in Hyrule Castle Town. Let me know what works best for you.

Miss Philomena:

It would appear that both of our schedules have been filled. I need to go up to the mountains and meet with some of the Goron Elders about the hot springs. I will be away from the Domain for the time being. However, when I get down from the mountains, I will need to make my rounds of Hyrule Castle. While I am there, I will be sure to stop in and see you. Hopefully I will not be an inconvenience to you or your business. If this arrangement is a problem, please let me know so that I may alter my plans.
